| Vollkommen is a perfect Caucasian specimen, right off of a recruiting poster of a certain historically unpopular national ideology. This is not a coincidence, as Vollkommen is a synthetic body with the human mind of a scientist of that particular era transferred into it. Regardless, Vollkommen's perfect physical symmetry and fair features cannot hide cruelly cold eyes and a slightly sinister smile. |
| Rarely encountered, and even more rarely survived when encountered, those few who have seen Vollkommen and lived to tell about it describe a man wearing 'mad scientist casual' clothing, a crisp white lab coat over an immaculately black turtleneck and slacks, and slip on white leather loafers. |

| Biography |

Virtually nothing is known about Vollkommen and he has largely managed to fly under the radar of being noticed or documented. However, whispers of a 1940's era scientist kicking around doing freaky biological and genetic experiments emerge from time to time. At least some of those types of tales are talking about this guy. |

Entirely sociopathic, Vollkommen has zero regard for living beings as anything other than specimens, experiments, or at most pets. He is particularly fixated on perfecting human genetics, ultimately to continue to make himself an even better body. He has a strange hangup of being fascinated with extranormal abilities and experiments with all manner of processes and procedures to develop, enhance, or suppress them. However, for his own body he wants only 'pure' peak human capability. He regards people with superhuman abilities as interesting and useful subhuman freaks. He will not sully himself with such imperfections as superpowers. |

NOTES: Vollkommen is a High Evolutionary / Mister Sinister / Evil Eugenics sort of villain. He is rarely encountered, or even known about. His clones and unwitting users of his products are the visible threats. He is a very behind-the-scenes and well concealed adversary, who uses shell companies and synthetically created pawns with elaborate cover stories to act as go betweens and keep him well out of things. However he has been rooted out and directly confronted a couple of times by determined heroes, and could be again. |
| Capabilities and Motivations |

Vollkommen is a classic evil scientist fixated on genetic experimentation. He makes clones and synthetic beings, as well as drugs that grant temporary powers, experimental genesplicing treatments, serums, and procedures that grant more permanent mutations or powers. And so on. He never acts directly, always maintaining anonymity. He has a small but effective network of mature agents that were either made by him in a lab or were 'recruited' and made dependent via necessary maintenance product. He has a downline of dealers and pushers who have never heard of him...they get their product from 'higher ups' and that's all they know. |

If heroes do manage to directly confront him, Vollkommen will prioritize deploying countermeasures that suppress a wide range of superhuman powers sources. He will also prioritize remaining healthy, and will make some initial attempt to defeat the heroes to later experiment on them, but if the battle is going against him Vollkommen will flee. Even if the heroes defeat Vollkommen he probably has a backup location capable of making a new even more perfect body and downloading a backup of his consciousness to it...however that copy wont remember any thing after the last backup so it is possible the new Vollkommen instance would not be aware of the heroes role in defeating his predecessor. Vollkommen has control and egomaniacal issues, so never intentionally has multiple clones of himself active. |
