As Timmy you appear to be a civilian bystander until you do something to prove otherwise, comically confusing observers who don't know your secret.

As Timmy Lake, a literal ninety pound weakling teenaged turbo nerd, undersized for his age. He's geekishly overenthusiastic about biology in general and bugs specifically, and gestures excitedly with his hands when explaining fun science facts to anyone who will listen. He's actually 25 years old chronologically but the accident that gave him his powers stopped his maturation. Timmy Lake is forever locked in to 15 years old mentally and physically.
As Chitin, a very large hulking humanoid bug. Frightening and powerful looking, Chitin has terrified many an impressionable observer and receives less screen time than any other Mill Man due to the networks not wanting to scare the viewer base away. He needs and wears no clothing in this form, but somehow he's always decently dressed when he changes back into Timmy form, suspension of disbelief be damned.
Biography
Young Timmy Lake was a 15 year old science geek bitten by a chemically altered mutant stag beetle while on a science class field trip. After being bed-ridden for several days by what initially seemed like a particularly bad flu, Timmy discovered that he had been forever altered. He had gained the ability to become a hulking beetle-man with immense strength.
The first thing Timmy did with this revelation was run some basic experiments on himself, figuring out the broad strokes of what had happened. Realizing that no reputable scientific establishment would be playing around with the sort of irradiated mutagens necessary to cause such a change, he set out to investigate the lab where he was bitten, Tantalus Biochem Inc. This turned out to be the trailhead of an extended adventure with several other heroes. Some of whom, including Chitin, would soon go on to be among the original members of the Millennial Men.
A wild series of improbable events ensued, and in the distraction they never really did get to the bottom of whatever was going on at Tantalus Biochem Inc. But regardless, the MillMen dealt with a lot of stuff that was probably more important. I mean, its hard to say since they didn't really solve the Tantalus thing, so who knows. It could have been a big deal. Might have had something to do with that whole super stimm street drug thing, or maybe that outbreak of genespliced street thugs with animal like powers, or maybe that other insect man whose murderous predations kept making people not trust Chitin. But...nah...its probably fine they didn't follow through on looking into it.
Initially, Chitin was pretty active with the MillMen but eventually War-Man discovered that the hulking bug man was really a 15 year old kid and refused to let the boy continue heroing with the MillMen, at least until he turned 18. Reluctantly Timmy stood down, though he would still sometimes do small heroic things. He refocused on schoolwork. But it slowly became clear that Timmy wasn't getting any older. The emotional, mental, and physical maturity of his human form was effectively halted when the accident changed him. He can still learn things and form new memories, but he will forever be a 15 year old in mind and body. When he was chronologically 18, he wanted to rejoin the team but War-Man was conflicted. In the end Chitin was allowed back in a supervised status, subject to being benched by War-Man if matters get to a point that is inappropriate for someone with Timmy's developmental level.
Timmy is a shockingly intelligent and just as shockingly sheltered boy. His small size and youthful appearance make him look even younger, and his naivety and tendency to ask odd questions reenforce the impression of a precocious kid. However, despite his lack of worldliness Timmy knows lots of stuff and is good at applying seemingly random factoids to practical situations. He's also a naturally optimistic and curious person who generally wants to help good people and has a wellspring of human kindness flowing in his heart. Unfortunately he hadn't learned to see the world in terms of shades of grey before his maturation was halted and thus he has a childish tendency to view things as being all-good or all-bad and to not understand mature nuance. In Beetle form he has the same mind but is a bit more instinctual, and also has a hard time talking so he mostly lets his actions speak for him.
Capabilities and Motivations
With a few moments of concentration Timmy grows massively into a hulking man-beetle complete with a highly damage resistant exo-skeleton and exponential strength! He can even pop out insectoid wings and take flight (erratically)! It is unclear from whence the extra mass comes and goes, but as Chitin he weighs over 350 lbs more than he does as Timmy. Mostly, Chitin smashes stuff with the exuberance of a superhumanly strong kid. Its not fancy, but it is effective.
Less flashily, he's also pretty damn smart and has an inquisitive mind. Timmy received a very expensive education at an upscale private school, has a gift for quickly parsing information, and is blessed with an excellent memory. He often just happens to know some odd factoid, particularly when it comes to intersections of his special interests. Such as forensic entomology. On multiple occasions he investigated various matters and came up with major clues that exposed bad guys or put the MillMen on the scent of something bigger.
