Richard is a gawky, pale, and sullen looking pre-teen boy with a completely bald head. The manifestation of his powers creates an orangish aura and he seems to have a proclivity towards that color. PERSONALITY & MOTIVATION
Alternating between timidity and supreme confidence in his powers, Richard is physically, mentally, and emotionally a very sheltered and withdrawn 11 year old orphan. As his puberty progresses, he has been showing signs of moody, surly, petulant, and even aggressive behavior. Due to the distended nature of his aging, he could potentially remain in such a state for twenty to thirty more years depending on how quickly he matures past puberty.

His main motivation is to grow up and mature in the exciting (and scary) wide world he has been somewhat thrust into.

POWERS & SPECIAL EFFECTS
Richard was born with incredibly powerful and entirely innate cosmic power. So far Richard's primary expression of this power is moving himself around, protecting himself from harm, and manipulating things renotely by will alone.

Additionally, Richard has a completely efficient metabolism, having no need to eat, sleep, excrete, or breathe, as well as total immunity to environmental effect, toxins, and poisons.

As he ages he may exhibit more powers.

However, despite his vast power, Richard is physically immature (though dexterous), and uneducated. He is barely even able to take care of himself without adult supervision. He has no professional skills and lacks basic general knowledge of popular society. He is for all intents and purposes an eleven year old child subjectively.

Note that while he is a member of the HERONet Initiative, due to his mental and emotional immaturity Richard does not have Federal Police Powers and can only act under the auspices of a fully sanctioned partner or mentor. Showdown is technically responsible for him, though unwillingly.

ORIGIN
Richard Allons is legally 44 years old, but has the body and mentality of a gawky 11 year old going thru puberty due to the state of arrested development caused by his powers.

Richard has had his powers since birth, though they have grown considerably stronger as he ages. His parents were terrified by his capabilities and he was turned over to a state run orphanage while still an infant. That didnt last long however; Richard eventually ended up being studied by a select team of government scientists as part of a secretly funded office called Project: Ascending Scale. As the years have gone by, Richard has grown to puberty slowly in full selusion from the world. Most of the scientists that initially began studying him have passed away from old age or retired, and the last one died of cancer a few months ago. With all the principals no longer involved, the 4 decade old project was bounced around and finally ended up in PRIMUS's lap.

Not really sure what to do with Robert, a decision was finally made to fold Project: Ascending Scale and bump Richard over to the HERONet initiative. Sure Richard is really just a kid, but he's been a legal adult for almost 30 years now. Showdown is at a loss for what to do with the strange kid (that is older than he is).

For his part, Richard wants to get out into the real world and experience (or at least sample) the normal existance he has thus far been denied. However he has been extremely sheltered his entire life, never received much of an education, and sometimes loses control of his powers when stressed. He's also vascilates between underconfidence and overconfidence as he struggles to discover his identity.
