USING THE PSIONIC SYSTEM AS A MAGIC SYSTEM
The Psionic System presented can instead be used as a Magic System by just changing the SFX of the Powers from Psionic to "Magic".
FIVE FACETS OF MAGIC
For instance, in the World of Skularria there are the Five Facets of Magic: 
  • Sorcery (Power over Mind; replaces PowS: Telepathy)
  • Wizardry (Power over Matter; replaces PowS: Psychokinesis)
  • Wending (Power over Space and Time; replaces PowS: Psychoportation)
  • Sortilege (Power over Sensation and Information; replaces PowS: Clairsentience)
  • Vitolomy (Power over Body; replaces PowS: Psychometabolism)
Some particularly skilled masters of Magic can learn advanced Spells that combine elements of many Facets of Magic; this is called High Magic (replaces PowS: Metapsionic).
There are also those, called Wildlings, who have a smattering of abilities (replacing Wild Talents and using the Elemental Control option).
WILLING
In the World of Masertika the practice of Magic, called Willing, can be manipulated by any fortunate enough to know how. A single Power Skill: Willing Way replaces all of the Psionic Disciplines.
Further, some people are born with innate Magical Powers (replacing Wild Talents).
CONVERTING D&D 3e PSIONICS
While solid and functional, the provided Psionics System does not model the D&D 3e version of Psionics very well.
To put it into popular parlance, in my opinion 3e Psionicists "got the SHAFT". 3e Psionicists are basically watered down Wizards. They use the same basic mechanic as the D&D 3e Magic System, except that they are put at a disadvantage at every turn.
It looks like an attempt at "nerfing" that went too far, IMO, resulting in a frustrating mess that's just interesting enough that you want to play it, and just broken enough that you are stymied at every turn.
However, if you are of a mind to use the 3e model of Psionics, use the following guidelines.
D&D 3e PSIONICS
  • Use the Arcanis Magnicus variant of the Wizardry Magic System
    • Disallow Incantations, and Gestures
    • Require Costs Endurance on each "Spell"
      • Allow Increased Endurance Cost.
    • Take Knowledge Skills for each Psionic Discipline a Character knows, use in place of KS: Magic School Skills
    • Switch "Only Arcane Magic" on the VPP for "Only Psionics"
